RUTENG – Tim Ombudsman RI dan Ombudsman Perwakilan NTT baru selesai melakukan giat lapangan yang berfokus kepada upaya reaktivasi dan optimalisasi kepesertaan BPJS Kesehatan serta membuka gerai pengaduan layanan publik kesehatan di 5 kabupaten di daratan Flores, Nusa Tenggara Timur.

Selaku ketua rombongan, pimpinan Ombudsman RI Robert Na Endi Jaweng menegaskan bahwa layanan kesehatan mesti diletakan dalam makna politik sebagai pemenuhan hak konstitusional warga. Serentak pada saat bersamaan, Negara berkewajiban menyiapkan jaminan sosial dan layanan kesehatan yang memadai dan berkeadilan.

“Dalam kerangka pemenuhan hak tersebut, capaian angka Universal Health Coverage (UHC) adalah satu upaya penting dalam aspek cakupan kepesertaan BPJS hingga layanan di faskes pertama mauoun rujukan. Namun, selain masih ada kabupaten yang belum nemenuhi target UHC serta cukup banyak warga di hampir semua kabupaten yang tidak lagi menjadi peserta aktif, masalah akses dan kualitas layanan di faskes masih jadi PR besar di Pertama, pemerintah wajib bekerja sama dengan BPJS Kesehatan untuk secara rutin melakukan reaktivasi dan optimalisasi kepesertaan BPJS Kesehatan. Menurut Robert, pemerintah saat ini terkesan hanya berfokus mengejar persentase UHC, cenderung abai terhadap kepesertaan yang non aktif.

Daíi kunjungan keíja di 5 daeíah, íaut masalah kíusial teísebut tamoak menonjol. Di Manggaíai ľimuí, misalnya, cakupan UHC memang telah mencapai 101%. Namun, masih ada 29 íibu waíga yang kepeseítaannya tak lagi aktif. Meíeka menjadi peseíta teídaftaí namun tidak teílindungi. Sementaía itu, Ngada bahkan belum mencapai UHC di mana cakupan kepeseítaan baíu 86,14%, seíta sekitaí 38 íibu waíga dengan kepeseítaan BPJS yang tidak aktif.

“Kemarin, Ombudsman bersama BPJS Kesehatan sudah melakukan audiensi dengan Bupati Ngada. Ada sinyal Komitmen yang cukup kuat pada tahun ini untuk melakukan optimalisasi kepesertaan BPJS Kesehatan”, demikian diterangkan Robert kepada para jurnalis.

Kedua, Ombudsman meminta pemerintah memastikan fasilitas dasar layanan kesehatan terpenuhi terlebih di masa transisi menuju pemberlakuan perubahan kebijakan Kelas Rawat Inap Standar (KRIS) ini.

“Saat monitoring layanan kesehatan di rumah sakit, kami melihat rata-rata fasilitas dasar seperti kapasitas tempat tidur, sediaan farmasi, alat kesehatan, SDM kesehatan (SDMK), khususnya ketersediaan dokter spesialis, belumlah memadai. Dari fakta lapangan, saya tidak yakin kalau RSUD di 5 daerah tersebut bisa memenuhi target untuk melaksanakan KRIS per Juli 2025 nanti. Kita sungguh butuh kerja keras pemda dan pihak RSUD”, terangnya.

Ketiga, pada akhirnya, untuk mencapai layanan publik bidang kesehatan yang komprehensif diperlukan berbagai langkah strategis untuk mengakselerasi dimensi-dimensi UHC (proteksi pembiayaan kesehatan, layanan kesehatan dan cakupan populasi) secara bersamaan. Kondisi tersebut mengarah kepada pembangunan berkelanjutan guna mewujudkan pelayanan publik prima yang menciptkan manusia yang berotak cerdas (aspek pendidikan), berbadan sehat (aspek kesehatan) dan berkantong tebal (aspek ekonomi) sebagai prasyarat membangun modal manusia (IPM) yang unggul dalam momentum bonus demografi.

Dalam rangkaian kunjungan kerja di sebagian pulau Flores tersebut, tim Ombudsman RI dan Ombudsman Perwakilan NTT melakukan dialog dan sosialisasi publik, monitoring RSUD, serta menyampaikan hasil dan masukan dalam forum audiensi dengan kepala-kepala daerah di 5 kabupaten. Ketiga bentuk kegiatan tersebut menjadi pola standar yang dilakukan Robert Na Endi Jaweng dalam setiap kunjungannya ke daerah.

Selanjutnya, Ombudsman akan aktif memantau tindak lanjut oleh berbagai pihak terkait bagi perbaikan layanan kesehatan dan jaminan sosial. Pemaantauan tersebut adalah bagian dari cara kerja pengawasan Ombudsman, khususnya pada dimensi pencegahan atas potensi terjadinya maladministrasi pelayanan publik.
